WAF无法正常解封

内核版本 6.1.21-v8+
系统类型 aarch64
openresty，1panel均为最新版
已重建openresty
没有重启openresty，被规则临时封禁后，看日志显示已解封，实际上未解封，因为显示已解封，也无法点击解封，导致只能重启，或者加白名单来解封

上述数据是保存在内存中（保证 1Panel 系统性能），后续版本会考虑支持用户将数据保存至 redis 等内存数据库中。
当前版本可以先手动重启 OpenResty。

我是通过设置60s内访问5次来快速让自己被封，日志都看起来没有问题，但就是没解封显示解封，我也没在封禁后重启
